The Challenge

Hydro-Québec required highly secure and resilient IT/OT, Mobile Radio, IP/MPLS, and Cloud infrastructure with strict compliance to NERC/CIP (North American Electric Reliability Corporation - Critical Infrastructure Protection) standards. The system had to guarantee 99.99% availability and resist sophisticated cyberattacks.

• Redundant network architecture: N+1 design with OT/IT separation per ISA-95 and anti-ice network
• NERC/CIP Compliance: Implementation of all CIP-002 to CIP-011 controls

The Context

An international mining company operated a gold extraction site located 300 km from any telecom infrastructure, in the middle of the Malian equatorial forest. The site hosted 500+ workers with heavy equipment requiring permanent connectivity for operations, safety, and compliance.

• Satellite: Ku-band VSAT 100 Mbps symmetric with 2.4m antenna + Starlink
• Private 4G LTE network: Complete site coverage (5 km²)
• Fleet management: GPS tracking of 100+ vehicles and equipment
• Satellite VoIP: Voice communications via VSAT
• On-site data center: Local servers + satellite backup
• Cybersecurity: Firewall, secure VPN to headquarters

NATIONAL DEPLOYMENT

The Project

A major telecom operator in Niger wanted to rapidly deploy a national 4G network to compete with established operators. The project included EPC core network, backbone transport, and massive radio site deployment.

Deployment Scope

• Core Network: Redundant EPC (MME, SGW, PGW) in 2 data centers
• Transport: 200+ km fiber optic backbone in Niamey + 10Gbps microwave links
• Radio sites: 200 macro-cell sites (eNodeB)
• Backhaul: Fiber optic + microwave links
• NOC: 24/7 network operations center
• BSS/OSS: Billing and subscriber management systems
